of the 31st December, I have the honour to inform you that Mr. Russell's report was published as a Sessional Paper in

1887, and will be found on page 187 of the Volume of Sessional Papers for 1886-1887, though by a printer's error the date of the report is given as the 18th July, 1886 instead of the 18th July, 1883.

2. There is no record of any enquiry other than

that by Mr. Russell.
